The role of evaluation in ELT project design

Marion Williams and Robert Burden

A lecturer in ELT at the School of Education, University of Exeter, where she co-ordinates the MEd in Language Teaching. She was formerly Director of the Primary Project, Singapore.
A reader in Educational Psychology at the School of Education, University of Exeter. He is currently chair of the International School Psychologists' Association.

This article argues that the process of evaluation should form a major part of the design and implementation of foreign language projects, providing valuable information to guide our actions, methodology, materials, timing, and all aspects of syllabus innovation. We illustrate this by providing a first-hand account of how the formative evaluation of a proposed sheltered immersion project led to positive changes in the planning of the programme, and to the discovery of a more constructive way of implementing the project.
